The Prime Minister's particularly significant tilt on the UK's post-Brexit connections to the EU recently was crafted to signal to business, to European institutions, and to fellow EU nations, alongside his political supporters.

A Revised Approach for Relations

Tighter post-Brexit economic relations are projected to be examined as part of an yearly cycle of bilateral talks instead of solely at this year's structured evaluation of the trade and cooperation agreement.

This represented the clear response to parliamentary pressure regarding a more ambitious post-Brexit overhaul that involved rejoining the common tariff area.

Political Momentum

Some MPs, union leaders and government figures have added their voices to suggestions formalised by parliamentary moves last year that resulted in a non-binding vote.

"It is better looking to the single market instead of the customs bloc for our future cooperation," the leader said.

A major business group last month published a detailed set of further requests in different fields to help exporters deal with new bureaucratic hurdles that has hampered the goods trade.

Its own survey found that a large proportion of business members believed that the current arrangement was failing to support sales growth.

A host of further domains could, potentially, see a comparable strategy – alignment with single market rules – in return for minimising post-Brexit barriers across production, in vehicles, industrial chemicals, or for example in value-added tax systems.

Continental Response

European capitals were disappointed by the lack of ambition in last year's reset, specifically the British rejection of ideas floated by some commentators regarding the effective return of UK products to the single market.

The precise arrangements on electricity and food and farm standards is remains to be finalised. A plan for UK manufacturers to be participate in a major defence loan fund has hit a snag over the size of the membership fee, after opposition from the French government. Canada has joined the programme.

Wider Environment

The UK has concluded arrangements to return to a university exchange programme and to further negotiate a young workers initiative. This has paved the way for further UK-EU talks.

Observers suggest that the release last month of a key US strategy document has shifted the environment on UK European policy.

The document stated that the US would "foster opposition" to continental trends and applauded the "growing influence" of nationalist groups.

In government circles, there is an acknowledgement that the rapidly changing world has changed again.

At home, the leadership also foresees being pressured on Brexit not just one opposition party, but also a further party, which is focusing on its traditional heartlands in May's elections.
